Decorative Gardening Stones

What is your opinion about punishing children in the street?
I'm thinking that these bandits, more or less tried to kill the boys. I just stopped to rebuke a couple of boys for handfuls of decorative stones pinching a garden neighbors. I asked them to put them back. As I expected, I was met with looks blank and a little cheek. A complete waste of my time. I know they go up the street and throwing them at cars on the way home. They do this all the time. What can we do as a society to empower those of us left with some sense of wanting children to grow up well? I could not blow them, but it seems that if we are to avoid situations in which children become horror stories, then we must be able to talk with them. I do not know what I'm getting exactly, but society seems less joined those days. If I speak, or should I keep the nose off? And yes, I know throw stones at the cars is not anywhere like trying to kill someone.
Believe me, there is usually little to gain from getting involved. But I'd rather try to ignore an error situation. As an example, my son is being bullied by a horrible brat living in our small way. He sent a text my son terrible last night (both are 10). I went to the boy's mother this morning. All I got in return was a face full of abuse and their asking me why I'm getting involved in "childish things." I think his attitude explains why your son is so socially inept, but not help my son at all. I understand the case of two boys in your question is very different, but I interfered in the business my son and I like to think I would have interfered there too.
